As a resource to our patients, we’re providing a list of options for assistance in our community. These include information for uninsured patients, and community-based resources for mental health, drug/alcohol abuse, financial assistance and more.
These are voluntary programs. The individual seeking treatment must be agreeable to the admission and treatment process. A referral from a physician is not needed.
What is the first step to receiving treatment?
The individual seeking treatment must undergo an “Intake Assessment” completed by a trained professional at a treatment facility. During this process, an Addiction Specialist will guide the individual to the program that best meets their needs. The Intake Assessment is completed either over the phone or in person at the facility. Each facility varies, it is recommended to call the facility first and ask what their Intake Assessment process is.
Is substance abuse treatment covered by health insurance?
Yes, it can be. Individuals are advised to call their health insurance benefits phone number generally located on the back of their insurance card. Ask for “Behavioral Health Benefits” to obtain coverage information and a of facilities covered by the plan. *The facilities will often check insurance benefits on behalf of the individual.
Does Medicare cover substance abuse treatment?
Yes and no. Mental health and substance use disorders
- Detox programs licensed as an acute care hospital are covered by Medicare Part A. Not all Detox programs meet this level of licensure, therefore some programs are not covered.
- Inpatient Treatment provided after the completion of a Detox program is not a Medicare covered benefit.
- Some Outpatient Treatment is covered by Medicare Part B.

Does Medicaid (HealthNet) cover substance abuse treatment?
Yes, at select facilities.
What types of treatment are available?
After the completion of an Intake Assessment by an Addiction Specialist, the type of program that will best meet an individual’s needs will be explained and recommended.
Medical Detox: This specialized level of care is provided for the initial withdrawal from alcohol, drugs, or prescription pain medications. This care is received at an inpatient facility where 24/7 supervision and medical oversight are provided. Detox generally lasts from a few days to a week.
- Some Inpatient Treatment facilities require an individual to complete a Detox Program before admitting into an Inpatient Treatment Program.
- Some Detox facilities specialize in Detox only and do not offer other treatment levels of care on site. In this case, they will refer individuals to another facility for the next steps of ongoing treatment.
Inpatient Treatment: This treatment requires living at the facility throughout the treatment program. Individuals participate in group, individual, and other types of therapy in a supervised setting. Some inpatient facilities require Detox first. The duration of treatment is usually 30 days or in some cases longer.
Residential Treatment: This treatment is generally longer term and for those individuals who have already completed an inpatient treatment program. An individual would live at the Residential location for weeks to months depending on the level of need determined by the facility.
Outpatient Treatment: These programs typically last between 1 – 3 months. Sessions take place during the day or evening while the individual lives and sleeps at home. The programs range in care and intensity.
- Some programs are called “Partial Hospitalization Programs” or PHPs. This is generally a step-down option after completion of an Inpatient Treatment program. These can last up to 6 hours per day, 5 days per week and the individual lives at home. These programs typically do not provide as much medical oversight, but have a nurse available on site if needed.
- Another type of Outpatient Treatment is called “Intensive Outpatient Programs” or IOPs. These programs are designed for individuals who do not require 24 hr medical care but offer some level of supervised medication management.

What is the first step to determine if an individual needs inpatient psychiatric hospital care?
Inpatient psychiatric admissions must be recommended by a certified mental health Intake Specialist after the completion of an in person assessment. These in person assessments can be obtained in a local hospital Emergency Department or at a local psychiatric hospital. The average stay in a psychiatric hospital is 1- 2 weeks or can be longer depending on the needs of the individual.

What happens after discharge from a psychiatric hospital?
The psychiatric hospital treatment team will refer the individual for the next phase of treatment based on the individual’s needs. Some types of treatment are:

Access to resources can bring peace of mind during a difficult time. These resources can help answer questions about financial issues, where to find supplies and how to get the emotional support you or your family may need.
Caring for a friend or loved one in the home often requires hiring non-skilled caregivers. Private duty agencies offer non-skilled caregivers to assist with needs such as light housekeeping, meal preparation, laundry, activities of daily living, companionship, and medication reminders. These non-skilled services are paid for privately and are not billable to Medicare or commercial insurance plans. Some agencies accept reimbursement from long term care insurance policies, Clay & Platte county senior services or Veteran benefits. Individuals should check with the agency of their choice to determine if their individual long term care insurance or VA benefits offer coverage. There are many agencies throughout the Kansas City area, some local options who are insured and bonded are:

MO HealthNet is a state funded health insurance program for individuals who do not have health insurance and meet certain income, age and health guidelines. Individuals can apply either online, by phone at 855-373-9994 or by mailing in an application. Applications and detailed information can be found online at MO Healthnet (Medicaid).

Submitted applications can take 6-8 weeks to be reviewed and must include requested documentation. Individuals will be required to provide:
- Proof of Identity. This can be a valid driver’s license, birth certificate, passport, LPR card, Social Security Card or Marriage Certificate.
- Proof of Income for the applicant and anyone in the household over the age of 18.
- Proof of Financial Resources. Examples: statements from investments funds, 3 months of bank statements, life insurance policy statements or copy of other health insurance such as Medicare card.

Senior Living is a broad term that describes Skilled Nursing Facilities (SNF), Long Term Care, Assisted Living and Independent Living facilities.
Skilled Nursing Facilities (SNF): these facilities offer short term rehabilitative care often received after hospitalization.
- This care is paid for by insurance such as Medicare A, Medicare Advantage Plans and commercial insurance.
- The average length of stay is 14-21 days.
- Individuals can search for skilled nursing facilities on The Center for Medicare and Medicaid Services (CMS) at Medicare.gov and search “Nursing Home Compare” to find the most current star rating for each facility. The star rating scale is 0-5, with 0 stars for those with the lowest performance, up to 5 stars for those with the highest performance. The ratings are based on performance measures in 3 categories:
- Health Inspections
- Staffing
- Quality Measures
Long Term Care Facilities: these facilities provide custodial care where individuals live, often referred to as nursing homes.
- Long term care is available at most Skilled Nursing Facilities.
- This level of care is not paid for by insurance. Some individuals may qualify for Medicaid coverage, Veterans’ benefits or coverage from a long term care insurance policy.
- Only select facilities offer secured units or Memory Care.
- A list of these facilities can be found on Medicare.gov and search "Nursing Home Compare."
Assisted Living: these facilities provide less care than long term care facilities and specialize in assistance with tasks of daily living such as dressing, bathing and managing an individual's medications.
- Each facility may have different admission criteria and offer different levels of care.
- This care is not paid for by insurance. Some individuals may qualify for Veterans’ benefits or coverage from a long term care insurance policy. Most are private pay, only a select few accept Medicaid.
- Only select facilities offer Memory Care Units.
- Review a list of Northland facilities
Memory Care Units: this specialized level of care is for individuals diagnosed with Dementia.
- The care is generally provided in a secure unit located within an Assisted Living facility. Very few Long Term Care facilities provide this specialized care.
- Care Haven Homes specialize in providing Memory Care only, they have several communities located in Johnson County KS.
- Most are private pay only and do not accept Medicaid.
Independent Living: these apartments have different admission criteria and offer different levels of care. They are likely to offer concierge service, housekeeping plans, meal plans, laundry plans and are generally located on the campus of a senior living facility.
- Personal care is not provided and would require coordination by the individual at their own cost.
- Most are private pay only and do not accept Medicaid.

Individuals may consider contacting an Elder Law attorney for questions related to paying for senior living. These attorneys specialize in estate planning, Medicaid planning, as well as other services. Most offer an initial consultation at no charge.
Home Health: this is a level of care ordered by a physician that comes into the home to provide medically necessary skilled care.
- Care provided can be nursing, physical therapy, occupational therapy, and sometimes speech therapy. They assist with IV medication administration, monitoring a serious illness, wound care and skilled therapy to aid in recovery.
- This is a short term service billed to an individual’s insurance.
Hospice and Palliative Care: this is a level of care ordered by a physician for an individual with a terminal illness who has chosen to focus on comfort care.
- Hospice sends caregivers into the home or senior living community to provide supportive care such as Nursing, Bath Aids, Chaplains, and Social Workers.
- This care is additional to the care the individual is already receiving and is not 24 hr care.
- Hospice is covered 100% under Medicare A benefits. Commercial insurance plans all vary and often provide this benefit.

The Head Start program is designed to invest in the early education and health of young children. This program receives funding through federal, state and private grants. The MARC Headstart KC website provides additional information about eligibility and how to get started.
Getting regular healthcare is vital for you and your baby’s health. Prenatal care is crucial because it allows for early detection and management of potential health risks during pregnancy, minimizing complications for both the mother and baby.
If you do not currently have healthcare coverage, you can apply for MO HealthNet for Pregnant Women, which is part of MO HealthNet (Missouri Medicaid), in one of the following ways:

For those women already enrolled in MO HealthNet plan, Meritas Women’s Health encourages all members to engage with the Case Management program offered by their plan to learn about all services offered. Missouri HealthNet provides important maternity benefits including the opportunity to earn gift cards to purchase baby supplies, transportation assistance to medical appointments, counseling services and other benefits.
